The Goal for People in Their Twenties Is Not to Start Using NISA
Two and a half years have passed since Japan introduced its new NISA program. Yet only around 17% of people in their twenties are estimated to have actually purchased investments through a NISA account.
The financial industry attributes this to uncertainty over which products to choose, a lack of time to study investing, and hesitation about taking the first step.
But is the goal itself appropriately defined?
If success for people in their twenties is defined as opening a NISA account and buying financial products, the remaining 80% appear to be people who have failed to act.
However, their first objective should not necessarily be to increase their financial assets. It should be to increase their earning capacity.
Investing through NISA means allocating money to businesses managed by other people. It can certainly contribute to long-term wealth accumulation, but investors have limited direct influence over how those businesses are managed.
By contrast, investing in one’s own knowledge, skills, experience, health and professional relationships can increase future income through one’s own decisions and actions.
Even if ¥1 million earns an annual return of 5%, the expected gain is only ¥50,000. If the same money and time can be used to develop capabilities that raise annual income by ¥500,000 or ¥1 million, investment in oneself may generate a substantially greater return.
There is nothing wrong with starting a small investment plan to gain experience. However, cutting living expenses or giving up learning and career opportunities merely to fill a NISA allowance puts the means before the end.
The appropriate sequence may be to establish a stable financial foundation, improve one’s earning capacity and then invest the resulting surplus in financial assets.
For the financial industry, the desired outcome is to increase the number of NISA users and the amount of assets under management. That is not necessarily the same outcome that people in their twenties should pursue.
Young people may not be “too exhausted to invest.” They may simply be making a rational decision to postpone something that is not yet their highest priority.
The real question is not why 80% of people in their twenties do not use NISA.
It is where they should allocate their limited time and money to maximize their future income and range of choices.
Once the goal is defined this way, NISA is no longer the main objective. It is merely a tool for investing surplus funds after greater earning capacity has been developed through investment in oneself.
Before promoting the use of a particular means, we must define whose goal it serves—and what success is supposed to look like.
