核か、経済か ― イラン革命体制を揺るがす60日

米国とイランが戦闘終結の覚書に署名し、ホルムズ海峡の開放や核問題の協議が動き始めました。

注目されるのは、戦闘終結そのものではありません。

本当の論点は、その先にあります。

今回の覚書では、ホルムズ海峡の開放、制裁解除、そして3000億ドル（約48兆円）の復興支援という出口が示されました。一方で、核問題の詳細は60日間の協議に委ねられています。

もしイランが核放棄へ踏み出せば、制裁解除や復興資金によって経済再建への道が開けます。しかし、それは革命体制を支えてきた勢力にとって、自らの存在意義を問い直される出来事でもあります。

革命防衛隊や宗教保守派にとって、核開発は単なる軍事技術ではありません。革命体制の独立性と正統性を支える象徴です。

そのため、仮に核放棄が進めば、最も大きなリスクは外部との対立ではなく、内部の対立になる可能性があります。

歴史を振り返ると、多くの国家は外敵によって崩壊したのではなく、内部エリートの分裂によって大きく変化してきました。

イランでも同様に、核放棄を契機として体制内の亀裂が広がり、それが長期的には政治体制の変化、あるいは新たな革命運動につながる可能性は否定できません。

もちろん、米国やイスラエルが直接革命を起こせるわけではありません。

しかし、内部対立が深刻化すれば、外部勢力がそれを後押しする余地は生まれます。

興味深いのは、今回の交渉が核問題を巡る交渉であると同時に、1979年のイラン革命以来続く体制の将来を問う交渉でもあることです。

核を維持すれば体制は守りやすい。しかし経済発展の機会を失う。

核を放棄すれば経済再建への道は開ける。しかし革命体制そのものが揺らぐ可能性がある。

今回の60日間で問われているのは、濃縮ウランの処分方法ではありません。

イランは「核」を選ぶのか、それとも「経済」を選ぶのか。

そして、その選択は中東情勢だけでなく、革命体制の未来そのものを左右するかもしれません。

Nuclear or Economy? — The 60 Days That Could Shake Iran’s Revolutionary Regime

The United States and Iran have signed a memorandum ending hostilities, opening the Strait of Hormuz and launching negotiations over Iran’s nuclear program.

The most important issue is not the ceasefire itself.

The real question lies beyond it.

The memorandum outlines a possible exit path: reopening the Strait of Hormuz, lifting sanctions, and providing $300 billion in reconstruction support. Yet the details of the nuclear issue have been deferred to a 60-day negotiation period.

If Iran agrees to abandon its nuclear ambitions, sanctions relief and reconstruction funding could pave the way for economic recovery. At the same time, such a decision would challenge the forces that have sustained the revolutionary system for decades.

For the Revolutionary Guard and conservative religious factions, the nuclear program is more than a military capability. It symbolizes the independence and legitimacy of the revolutionary regime.

As a result, the greatest risk following a nuclear agreement may not be external conflict, but internal conflict.

History shows that many states did not collapse because of foreign enemies. They changed because divisions emerged among domestic elites.

Iran may face a similar dynamic. Nuclear abandonment could widen fractures within the ruling establishment, eventually leading to political transformation—or even a new revolutionary movement.

The United States and Israel cannot directly create a revolution.

However, if internal divisions intensify, outside powers may find opportunities to influence the outcome.

What makes the current negotiations remarkable is that they are not only about nuclear technology. They may also determine the future of the political system established after the 1979 Iranian Revolution.

Keeping the nuclear program may help preserve the regime, but it limits economic opportunities.

Abandoning it may unlock economic growth, but it could also weaken the foundations of the revolutionary order.

The real issue over the next 60 days is not how to dispose of enriched uranium.

It is whether Iran chooses nuclear capability or economic prosperity.

And that choice may shape not only the future of the Middle East, but the future of Iran’s revolutionary regime itself.
