エッセンシャルワーカーに若手を呼び込むためには、生産性の向上が不可欠であり、この点についてはまさにそのとおりだと思います。
電車やバスの運転士の方は50歳以上が大半であり、将来の労働力が明らかに不足します。

まずは、どの程度不足するのかを客観的な数字で確認しておく必要があるでしょう。

人口構成を見ると、女性の人口の山はいまだに団塊の世代であり、現在は70代後半です。男性は団塊ジュニア世代が人口の山となりましたが、それでも70代後半の団塊の世代も依然として多く存在します。団塊の世代は年間出生数が260万人を超えており、団塊ジュニアでも約200万人です。一方で、直近の出生数はすでに100万人を大きく下回っています。

現在50代前半の団塊ジュニア世代に、介護などのケアが本格的に必要になるタイミングでは、生産性の向上だけではとても追いつかないでしょう。
おそらく、過疎地においては人によるケアの提供はほぼ不可能となり、インフラ維持も極めて難しくなるはずです。拡大局面では維持できていたものが、縮小局面では維持できなくなっていきます。

必要となるのは、市区町村の統合だけでなく、居住地そのものの再編であり、そのなかには公共投資だけでは維持できないインフラやサービスも含まれるはずです。
こうした対応策の一つとして、移民の受け入れという選択肢も本来は検討されるべきでしょう。

冷静にデータと状況を見れば、個々人の「頑張り」だけでどうにかなるレベルではないことがわかります。
この極めて厳しい環境のなかで、これからどのように具体的な解決策を設計し、冷静に分析・検討し、実行に移していくのかが問われているのだと思います。

To attract more young people into essential worker roles, improving productivity is absolutely crucial, and I fully agree with that point.
The majority of train and bus drivers are already over 50, and it is clear that we will face a serious shortage of labor in the future.

First, we need to objectively quantify how large this shortage will be.

Looking at Japan’s demographic structure, the largest age cohort among women is still the baby-boom generation, who are now in their late 70s. Among men, the largest cohort has shifted to the so-called “baby-boom juniors,” but there is still a substantial number of people in their late 70s from the original baby-boom generation. At its peak, the baby-boom generation had more than 2.6 million births per year, and even the baby-boom junior generation had around 2 million. In contrast, recent annual births have already fallen well below 1 million.

By the time the baby-boom junior generation, who are currently in their early 50s, begin to require intensive care and nursing support, improvements in productivity alone will no longer be sufficient to cope with the demand.
In all likelihood, it will become almost impossible to provide adequate personal care in depopulated areas, and even maintaining basic infrastructure will be extremely difficult. What could be sustained in a phase of expansion can no longer be sustained in a phase of contraction.

What will be required is not only the consolidation of municipalities, but also a broader reorganization of residential areas themselves. This will inevitably involve infrastructure and services that can no longer be preserved solely through public investment.
As one of the possible responses, the option of accepting more immigrants should also be seriously considered.

If we look at the data and the situation calmly, it becomes obvious that this is not a challenge that can be solved simply by “trying harder” at the individual level.
In this extremely tough environment, the real question is how we can design concrete solutions, analyze and evaluate them rationally, and then implement them in practice.
